I was at ground zero installing software in the very hospital where SARS broke out in Toronto. I was quarantined, etc. At no time was it necessary to call in the army.
You might as well of asked how one would deal with GIANT ANTS eating the citizens of Seattle, as that is as plausible as your scenario.
Why not just give George *complete control* so you can hide under the covers?
